A warrant is a legal, negotiable instrument drawn against the state treasury in place of a commercial bank.
State agencies disburse funds to vendors or other payees by issuing warrants from the state treasury that bear the State Treasurer’s unique Routing Number and are signed by the State Treasurer.
Because the responsibility for authorizing and producing warrants resides with individual state agencies, inquiries about a payment made by a state agency should be directed to the issuing agency.
The Warrant Processing Division manages the printing and release of all warrants to vendors, state employees, various beneficiaries including workers compensation claimants, public retirees, state agencies, and other payees. Learn more about issuing warrants.
After a warrant is cashed, it comes back to the Treasurer’s Office for payment. Warrant Processing maintains the database of warrants and authorizes payment from the state’s bank account. The Warrant Division verifies accuracy by reconciling the database each day — to the penny. Learn more about redeeming warrants.
If a warrant is issued in error, is lost, or destroyed the issuing agency may cancel the warrant. Learn more about warrant cancellations.
In the event of fraud, the Warrant Division processes forgery claims by attempting to collect reimbursement from the “bank of first deposit” through the financial system. Learn more about forgery claims.
