Historical Usury Rates
Usury refers to the lending of money at an interest rate in excess of the legal rate. Chapter 19.52 RCW contains the usury statute for Washington State. The role of the State Treasurer with regards to usury is to set the monthly usury rate (RCW 19.52.025). The rate is based on a formula provided in RCW 19.52.020(1). The usury rate is the higher of 1) twelve percent, or 2) four percentage points above the average bill rate for twenty-six week U.S. treasury bills.
